Satan has powers of his own but they are controlled God on the other hand has supreme powers that he uses when he see fit. Such as his angel who shut the mouth of the Lions who wanted to kill Daniel or the angel who destroyed Sodom and Gomorrah. It's not a point of borrowing these supreme powers it's the point granting permission as for Satan he can give some powers to his demons but they aren't the supreme kind that God alone who has leaving Satan in the dust.
